Rule 194
Establishment and Operation of Police Welfare Fund
(1) There shall be a separate fund for the welfare of police personnel, their families and retired police personnel and the following amounts shall be in the fund:-
(a) such sums as may be deducted from the allowances or wages of the employees of the Police Service,
(b) Movable, immovable property received from the Government of Nepal or a recognized organization or individual (c) Funds received as grants and other assistance from foreign governments or organizations,
(d) Amounts accrued from the investment and use of movable and immovable assets of the welfare fund as prescribed,
(e) Funds received from the United Nations in response to requests from the United Nations for investment in federal missions from the Welfare Fund,
(f) Amount received from other prevailing legal sources.
(2) Before receiving the amount as per clause (c) of sub-rule (1), the Police Head Office shall obtain the approval of the Government of Nepal.
(3) The amount remaining in the welfare fund shall be deposited in any commercial bank approved by the Nepal Rastra Bank within the state of Nepal, and the operation of such account shall be as prescribed by the board of directors.
(4) The amount of the welfare fund will be spent only on the welfare of serving and retired police personnel and their families.
(5) The movable and immovable assets and liabilities of the welfare fund established before the commencement of this regulation shall be transferred to the welfare fund established in accordance with this regulation.
(6) The annual report with the income and expenditure of the welfare fund should be submitted to the ministry.
(7) Accounts of the welfare fund shall be maintained in accordance with the prevailing law. The internal audit of the fund will be conducted as determined by the Board of Directors and the final audit will be conducted by the Auditor General. The Government of Nepal can check or check the accounts of the welfare fund at any time if it wants.
(8) The welfare fund should publish an annual report about the plan, budget, progress and annual income and expenditure of the welfare fund.
(9) The Inspector General of Police shall be the Custodian of the Welfare Fund.
(10) For the operation and management of the welfare fund, there will be the following welfare fund board of directors:-
(a) Police excessVacant Inspector General, Police Head Office, Administration Department - Chairman
(b) Medical Director, Additional Inspector General of Police, Nepal Police Hospital - Member
(c) Representative, Ministry (Gazetted Second Grade Officer) – Member
(d) Representative, Ministry of Finance (Gazetted Second Grade Officer) – Member
(e) Two members nominated by the custodian from among retired and serving police officers (f) two members nominated by the Custodian from among retired and serving Police Constables and Constables; (h) Police Head Office, Welfare Division Chief - Member - Secretary
(11) The term of office of the members nominated in accordance with clauses (e) and (f) of sub-rule (10) shall be two years.
(12) The functions, duties and powers of the Welfare Fund Board of Directors shall be as follows:-
(a) To approve the income expenditure and annual program of the welfare fund.
(b) To make decisions regarding investment in equipment required for Firm Police Unit (FPU) missions with the approval of the Government of Nepal.
(c) To approve the procedure necessary for the operation of welfare fund.
(d) Appointing the manpower necessary for the welfare fund and determining the remuneration.
(e) To select, add or modify the welfare programs to be conducted from the welfare fund.
(f) Presenting progress reports on the state of the welfare fund and the progress of welfare works to the ministry and the custodian of the welfare fund.
